Hungary’s Guest Investor Programme (GIP) and the United States’ EB-5 Immigrant Investor Program solve different problems. GIP can provide a long-validity Hungarian residence permit with Schengen travel privileges, but it does not grant EU citizenship or a right to settle anywhere in the EU. EB-5 is an immigrant route: a successful applicant and eligible family members obtain conditional US permanent residence, then must satisfy the requirements to remove its conditions. It is not simply a more expensive version of a European “golden visa.”

For a family seeking a flexible European base while retaining substantial commitments elsewhere, Hungary may merit a closer look. For a family genuinely planning to live, work and build a long-term future in the United States, EB-5 may fit better. Neither outcome is guaranteed. The first decision is where the family intends to live; the second is whether it can accept the capital, documentation, timing and tax consequences of that choice.

Hungary and the United States: the country context

A residence programme is only one part of a relocation decision. The figures below use 2025 World Bank data for population and economic output, except where another year or source is expressly stated. They describe national economies, not an expected return from a GIP fund or EB-5 project.

Measure Hungary United States
Capital, currency and region Budapest; Hungarian forint (HUF); EU and Schengen member Washington, DC; US dollar (USD); outside the EU and Schengen
Population, 2025 9.51 million 341.78 million
Total area 93,025 km² (Hungarian statistical office, 2026) About 9.83 million km² (US Census Bureau geographic measure)
Nominal GDP, 2025 US$246.49 billion US$30.77 trillion
Nominal GDP per person, 2025 US$25,907 US$90,027
Real GDP growth, 2025 0.5% 2.2%
Unemployment, 2025, World Bank/ILO modeled estimate 4.5% 4.2%
Consumer inflation, 2025 annual average 4.4% (World Bank) 2.6% (US Bureau of Labor Statistics CPI-U)
General-government gross debt/GDP, 2025 74.8% (IMF 2025 projection, not a final outturn) 123.9% (IMF 2026 Article IV estimate)
Long-term foreign-currency sovereign ratings Moody’s Baa2; S&P BBB−; Fitch BBB Moody’s Aa1; S&P AA+; Fitch AA+

Ratings are the Czech National Bank’s snapshot dated 29 September 2026; they are sovereign credit opinions, not ratings of any investment offered under either programme. US Census and Hungarian statistical-office area measures come from different reference releases. Economic figures can be revised.

Scale changes the practical proposition. The US has a much larger and more varied economy, deeper capital markets and a wider choice of metropolitan areas and sectors. Hungary is a smaller, export-oriented EU economy, with Budapest as its principal international hub and important automotive, manufacturing and business-services activity. A family’s preferred city, school, health coverage, employment options and language needs matter more than a national GDP ranking. English is the dominant working language in the US; Hungarian is the official language in Hungary, although English-language services exist in some urban and international settings. Hungary’s population was contracting in the World Bank’s 2025 series, whereas the US population was growing. Healthcare and education access in either country depend on status, eligibility, insurance, location and individual arrangements; an investor approval is not a universal benefits package.

Both countries impose taxes under rules separate from immigration marketing. Hungary’s GIP permit does not, on its own, settle whether a person is Hungarian tax resident. A US green card is much more consequential: under the IRS green-card test, lawful permanent residents generally become US federal tax residents, with worldwide-income reporting implications. Obtain cross-border tax advice before deciding where to establish residence or move assets.

The two programmes in brief

Hungary GIP

As at October 2026, Hungary’s immigration authority lists two qualifying investments: at least €250,000 in units of an eligible real-estate investment fund registered by the Hungarian National Bank, or a €1 million qualifying donation to a specified higher-education institution. The lower figure is a fund subscription, not the price of a flat. A direct purchase of Hungarian property is not a current qualifying GIP investment.

For the fund route, the authority says the units must generally be held for at least five years and the fund must meet detailed conditions, including at least 40% of its net asset value in Hungarian residential real estate. Confirm the exact fund and manager against current regulatory registers and offering documents. Registration or programme eligibility does not guarantee that capital is safe or that redemption will occur at a chosen price or date.

The guest-investor residence permit can be valid for up to ten years and extended once for up to another ten years, subject to eligibility. Hungary’s immigration FAQ states that no minimum stay is imposed merely to maintain this permit. That flexibility should not be confused with the separate residence, integration and other conditions for permanent status or citizenship. Eligible family members use a related family-reunification procedure; the authority says applications may be lodged alongside the investor’s permit application, but family rights depend on the sponsor obtaining the permit. The authority also confirms work rights in Hungary for the guest investor and related family-reunification permit holders.

An applicant who needs a guest-investor visa normally starts abroad; the residence-permit application itself is made in Hungary. Visa-free nationals may have a different entry and filing sequence. Source-of-funds evidence, the timing of the investment, accommodation, health-cover evidence where required, biometrics and documentary completeness all affect a real timeline. The authority’s stated administrative period for a complete residence-permit application is 21 days, excluding certain periods such as waiting for investment proof or missing documents. It is not an end-to-end promise from first enquiry to permit delivery.

US EB-5

EB-5 requires an investment in a qualifying US new commercial enterprise and creation of at least ten full-time jobs for qualifying US workers per investor. For petitions filed under the post-March 2022 rules, USCIS identifies a standard minimum of US$1,050,000, or US$800,000 for a qualifying targeted employment area or infrastructure project. The lower amount is not available merely because a project is marketed as “regional center”; the location or project must meet the relevant statutory criteria. The amounts are scheduled for periodic adjustment, so verify the threshold applicable on the filing date.

A standalone investor normally files Form I-526; a regional-center investor files Form I-526E. Approval of the petition does not itself issue a green card. The investor must then obtain an immigrant visa abroad or, if eligible and a visa number is available, adjust status in the US. The initial residence is conditional for two years. Form I-829 is the later petition to remove conditions, supported by evidence of the investment and job creation. A spouse and unmarried children under 21 can generally be included as derivatives, subject to immigration-law age and eligibility rules.

Visa availability is a separate constraint from petition adjudication. The US Department of State’s November 2026 Visa Bulletin, already published at this article’s research cut-off, shows unreserved EB-5 final-action dates for mainland China and India while the unreserved category is current for most other chargeability areas. The set-aside categories are listed as current in that bulletin, but “current” is not an approval or timing guarantee. A person’s chargeability, project category and priority date need individual analysis. The bulletin can change monthly.

Programme decision matrix

Decision point Hungary GIP fund route US EB-5
Immediate legal objective Temporary Hungarian residence permit, potentially up to ten years Conditional US permanent residence after petition approval, visa availability and admission/adjustment
Minimum qualifying capital, October 2026 €250,000 eligible fund units; a separate €1 million donation route exists US$800,000 in a qualifying TEA/infrastructure project, otherwise US$1,050,000
Nature of capital Fund units with market, liquidity, manager and currency risk; five-year minimum holding rule At-risk business capital with job-creation and project/repayment risk; contractual exit may be much later than an immigration milestone
Non-refundable amounts Government, legal, translation, fund and other transaction costs; donation route is non-refundable Government filing and visa/adjustment fees, legal costs, project administration and other costs, in addition to the investment
Key eligibility work Third-country-national status, qualifying investment, lawful entry/filing, source of funds and immigration checks Lawful source and path of funds, qualifying enterprise, job creation, admissibility and visa availability
Family Related family-reunification permits, with eligibility assessed separately Spouse and qualifying unmarried children under 21 as derivative immigrants
Work Guest investor and qualifying family-permit holders may work in Hungary Permanent residents may generally work in the US; a pending EB-5 petition alone does not confer that right
Mobility Residence in Hungary and short-stay travel in other Schengen states under applicable rules; not EU-wide work/residence Residence and work in the US; no Schengen residence entitlement
Presence No stated minimum stay for maintaining the GIP permit Permanent residence requires a genuine US residence; extended absences can jeopardize status and naturalization eligibility
Long-term status Renewal and any permanent-residence/citizenship route require separate legal analysis Conditions must be removed; naturalization is a later, separate process with residence, physical-presence and other requirements
Principal extra risks Fund valuation and redemption, Hungarian policy changes, forint/euro exposure, mistaken assumptions about EU rights Project failure, insufficient jobs, visa retrogression, longer-than-expected lock-up, dollar exposure and US tax obligations

This matrix deliberately does not turn the headline investment into a “total cost.” Each family needs a current, written schedule covering government charges, legal and translation work, fund or project administration, currency conversion, dependants, insurance, tax advice and any recurring costs. We have not inserted a sample family cost because charges and project terms vary and must be verified on the date of the transaction.

Capital: invested is not the same as refundable

Both routes put money at risk, but in different assets. A GIP fund investor owns units, not a personally selected apartment. Read the prospectus, redemption restrictions, fee schedule, valuation policy, leverage, property concentration, custody arrangements and the manager’s regulatory status. Ask whether a five-year statutory holding period is also the earliest commercially practical exit, and what happens if the fund is illiquid. The donation route should be assessed separately because it is a contribution rather than an investment expected to be returned.

With EB-5, the law’s “at-risk” requirement means a capital-return guarantee is a red flag. In a regional-center structure, inspect the new commercial enterprise, the job-creating project, senior debt, collateral, migration and repayment assumptions, escrow terms, conflicts of interest, developer track record and the economic model used to count jobs. A two-year conditional green card is not a two-year repayment promise. The required investment period, the project loan or equity term, redeployment provisions and immigration timing may all differ. Independent US immigration counsel and investment due diligence are essential.

For either route, prepare a documentary trail before transferring funds: salary, business-sale proceeds, dividends, inheritance, gifts, property-sale records, tax documents and bank transfers as relevant. A legitimate origin is not enough if the path from origin to investment cannot be explained. Sanctions, banking and anti-money-laundering checks may add steps.

Residence, family and travel: choose the legal outcome you actually need

A Hungarian permit makes Hungary the home state of the residence right. It does not permit indefinite living or employment in Germany, France or another EU state. Subject to passport and border conditions, a valid Hungarian residence permit generally supports short visits elsewhere in the Schengen area under the 90-days-in-180-days framework. The investor’s spouse and children should be assessed individually for family-reunification permits, schooling and health coverage; do not assume the main applicant’s card automatically covers them.

EB-5 is more suitable when the family’s primary aim is to establish US permanent residence. A green card normally gives broad US work and study opportunities, but remaining a permanent resident is not compatible with treating the US as a place to visit only occasionally. USCIS guidance warns that long absences can disrupt residence, especially for naturalization. Naturalization is not automatic after five calendar years: continuous residence, physical presence, good moral character and other requirements apply. If the family’s actual centre of life will remain outside the US, this is a fundamental issue to resolve before investing.

The two passports would also create different travel profiles, but neither programme grants a passport at the investment stage. Hungary GIP is not EU citizenship. EB-5 is not immediate US citizenship.

Timing: compare full journeys, not brochure numbers

For Hungary, a realistic plan includes fund selection and checks, source-of-funds preparation, any guest-investor visa, travel to Hungary, the investment and its proof, the permit filing, biometrics and card delivery. The 21-day administrative period cited by the Hungarian authority begins within a defined procedure and can exclude time spent supplying investment proof or remedying deficiencies. Availability of a suitable fund and banking documentation may be the slower part.

For EB-5, add project due diligence, source-and-path-of-funds work, I-526 or I-526E preparation and adjudication, visa-number availability, consular processing or adjustment of status, two years of conditional residence and I-829. USCIS’s historical median for a form is not the duration of this full chain and cannot predict a case. Backlogs differ by category and country of chargeability; the Visa Bulletin is a moving monthly snapshot. Ask counsel to model a conservative, not best-case, timeline for every family member.

A practical choice framework

Prioritise Hungary GIP for further review if the family wants a Hungarian or European base, values flexibility of presence, can hold an eligible fund investment for at least five years and does not need US permanent residence. Check separately whether the desired Schengen travel pattern, schooling, healthcare and any future permanent-status plan actually fit.

Prioritise EB-5 for further review if the family wants to move its main life to the US, can document the full source and path of a much larger investment, accepts business and job-creation risk, and can tolerate visa availability and multi-stage timing uncertainty. Tax modelling should be done before the green-card stage, not after it.

Consider neither yet if the investment must be fully guaranteed, the family cannot demonstrate its funds, the intended country is only an occasional holiday destination, or advisers have not explained tax and exit implications. An alternative immigration route may be more appropriate than forcing an investor programme to fit.

Before deciding, ask for a written eligibility opinion for each family member, an independent review of the specific fund or EB-5 project, a source-of-funds document list, a full cost and currency schedule, a conservative timeline and a cross-border tax assessment. Then compare the rights and obligations delivered by each option—not just €250,000 against US$800,000.
